Sudanese women attending an international forum on Darfur are expressing concerns that conditions in the war-ravaged region could worsen if the International Criminal Court issues arrest warrants for Sudan's President Omar Hassan al-Bashir.

This gathering of women from across Africa is an expression of solidarity with their sisters caught in the western Sudanese region where millions have fled their homes to escape what many in the international community call genocide. It is being chaired by former Irish president and U.N. Human Rights Commissioner Mary Robinson.

Omar al-Bashir (file photo)But hanging over the proceedings is the likelihood that the International Criminal Court will issue arrest warrants this month charging Sudanese President al-Bashir with responsibility for the slaughter in Darfur.

When the subject was raised at a news conference,hogan, reactions were mixed.

A government health-care worker in western Darfur, Muna al-Sharif Tazora, said even people who blame President Bashir for the region's troubles are worried the arrest warrants could result in a weakening of what little protection they receive from the still incomplete U.N. peacekeeping force known as UNAMID.

"We see even UNAMID is starting to reduce their people on the ground, so if UNAMID is not able to be on the ground,jordan shoes, for us as civilians how to cope with the situation," Tazora said. "So it is a complicated issue. Nobody is able to predict what will happen,jordan pas cher, like it is boiling under,mercurial, so ... we are just worried and wait to see what happens tomorrow."

Forum chairwoman Robinson tried to calm fears of negative fallout from an indictment. She says women attending the conference have pledged to remain united, regardless of the ICC decision.

"It is not for women to decide what the ICC may do, not for us to decide, but members of the steering committee made it clear that no matter what the fallout,abercrombie, if there is a fallout, that they will stay together," Robinson said. "Women cope with situations on the ground. And this may be a situation women will have to cope with."

Other Sudanese participants in the forum were blunt in their criticism of the ICC process. Pro-Bashir member of Sudan's parliament Attiat Mustafa told reporters she has evidence some of the ICC allegations are false. She warns any attempt to prosecute President Bashir will destroy the process for a negotiated settlement in Darfur.

"We are here looking to support women and take them to the negotiating table. There will be no negotiation table anymore. This is a process. We are telling you the truth."

The top travel industry group in Asia expects a modest recovery in travel to the region late this year,christian louboutin, despite the global financial downturn.  Travel analysts say the industry faces business closures as part of the economic rebound.

The Pacific Asia Travel Association says the industry in the Asia-Pacific region could show signs of recovery by the end of 2009.

A new PATA report says in Southeast Asia, international arrivals will grow to almost 77 million by 2011,jordan shoes, up from more than 62 million in 2007.

In 2008, airlines suffered an overall loss of nearly $8.5 billion, but the loss is expected to shrink this year to about $5 billion.

"The industry will come through it but it will be a radically different industry," he said. "The aviation sector could be very, very different in its guise.  However, I think we will come through it but not all businesses will survive."

Results from Afghanistan's disputed presidential election are in a further state of limbo. The organization tabulating the votes says no further returns will be made public until Saturday, at the earliest.

The Independent Election Commission has announced no reason for the delay.  But one official with the IEC acknowledges the counting is proceeding slower than expected because of computer software glitches.

"We are not super concerned about a couple days delay,mercurial," he said. "We have been looking at the numbers released so far and there is some information there to use. We would be worried if they delayed any further. But I think this could just be an administrative issue."

The government of South Africa recently announced a new plan to combat HIV / AIDS. The plan pledges to provide within five years life-prolonging antiretroviral treatment to 80 percent of the AIDS victims who need it. Currently only 20 percent receive the treatment. But this is not the only challenge facing South Africa's 5 million HIV sufferers, the second highest number in the world. Correspondent Scott Bobb reports on some of these challenges from the ART clinic at the Chris Hani Baragwanath hospital in Soweto.

It is early morning at Soweto's largest hospital. Elsie (who asked that her last name not be used for privacy reasons) has brought her seven-month-old son, Neo, to the Anti-Retroviral Treatment Clinic.

Neo has developed diarrhea and a fever, possible reactions to the army of drugs he is receiving to help him fight the AIDS virus that his mother transmitted to him at birth.

Dr. Aneesa Sheik examines Neo as she does every month when he comes in. Neo has been on the drugs for four months,polo ralph lauren, so Dr. Sheik believes his symptoms are not due to a drug reaction, but more likely to an ordinary infection.

The doctor draws blood from Neo to test his immune system, which the AIDS virus is attacking. The drugs help prolong his life.

Neo is lucky. In South Africa only 250,000 AIDS victims have access to Anti-Retroviral Treatment (ART) about one-fifth of those who need it. In South Africa,christian louboutin uk, people with HIV begin ART only when they have or are developing full-blown AIDS. This is partly due to a lack of funds,ralph lauren, facilities and care workers.

There are other obstacles.

Dr. Sheik says many people do not reveal that they are sick, because they fear they will be expelled from their families or they fear violence from their partners. And people who do not tell anyone they have AIDS have trouble adhering to the daily regimen.

"There's a lot of stigma attached to HIV. Lots of our moms who are not adherent to medication with their babies have issues with disclosure,supra shoes," she said.

Neo is doing well, because his mother gives him his medicine regularly. Adherence to the treatment is vital to stay healthy and prevent the virus from developing resistance to the drugs.

Dr. Sheik says with the treatment, Neo stands a good chance of living to adulthood,mercurial vapor, that is,adidas, she says,christian louboutin, if he survives his adolescence.

Smangele, 16,jordan shoes, is a girl who is having trouble with adherence. She was raped by her brother when she was nine-years-old and has been living with HIV ever since.

Smangele preaches abstinence and safe sex.

"I got this advice," she said.  "Stop having sex. If you want to have sex with your boyfriend go to have blood test, because there are many viruses."

But Dr. Sheik says Smangele has been going out with boys. This has angered her family. As a result she has bounced from her mother's house in neighboring Mpumalanga province to an aunt's in Pretoria, to another aunt in Soweto. She has been out of school for a year.

Dr. Sheik asks Smangele why she is not taking her medication. Smangele says as tears roll down her cheeks that her family is always yelling at her.

Dr. Sheik tells her it is vital that she take her medicine regularly.

"If everybody is angry at you, you can't get them back by not taking your medication because you're not hurting them," she added.  "You're hurting yourself.  You don't take the medication; the virus is going to grow again. The virus grows and it learns how to fight the medication. That medication is not going to work,mercurial," Smangele said.

Dr. Sheik says treating HIV is different from any other disease.

"HIV is a disease that's very unique. It is not a disease like we've ever treated before,franklin marshall, because it's a social disease as well," she explained.  "It affects your entire life."

Smangele wants to go back to school. So Dr. Sheik offers her a deal. If she will take her medicine faithfully for two weeks, the doctor will enroll her in a school in Soweto. That way she can live with her aunt and also be close to the clinic.

Hopefully, a more stable life will help Smangele take her medicine regularly and live for many more years.

In the meantime,abercrombie, the pharmacy has prepared baby Neo's supply of anti-retroviral drugs for the coming month.

Nurse Sibongile Sithene shows Elsie again how to give the medicine to her baby.

But the nurse is concerned that Elsie, who is also HIV positive, has not tested her own immunity level to see if she should be on the treatment as well.

Elsie promises to take the test because she is losing weight, but she leaves without saying when. So there is nothing to do but wait until next month when she brings Neo in again.

A U.S. Senate panel has approved a measure expressing opposition to President Bush's decision to send more troops to Iraq. The measure passed by a 12-9 vote, despite President Bush's appeal to Congress Tuesday in his State of the Union address to allow his plan to succeed. VOA's Deborah Tate reports from Capitol Hill.

Only one Republican, Senator Chuck Hagel of Nebraska,mercurial vapor, joined the 11 Democrats on the Senate Foreign Relations Committee in approving the resolution,polo ralph lauren, which expresses opposition to President Bush's plan to send 21,christian louboutin uk,500 additional troops to Iraq to help stabilize the country.

Hagel, a decorated Vietnam veteran and likely candidate for the Republican nomination for president next year,ralph lauren, sharply criticized Mr. Bush's decision to send more troops into what he calls a civil war.

He said,christian louboutin, "We better be damned sure we know what we are doing, all of us, before we put 22,000 more Americans into that grinder."

The chairman of the committee,mercurial, Democratic Senator Joe Biden of Delaware, is another co-sponsor of the non-binding resolution, which does not have the force of law.

"Our resolution of disapproval is not - I emphasize not - an attempt to embarrass the president," he said. "It is not an attempt to demonstrate isolation. What it is,supra, is an attempt to save the president from making a significant mistake regarding our policy in Iraq."

Among the lawmakers who voted against the measure was the top Republican on the committee, Senator Richard Lugar of Indiana, who said while he,jordan shoes, too,abercrombie, opposes a U.S. troop increase in Iraq, he also opposes the resolution.

"It is unclear to me how passing a nonbinding resolution that the president has already said he will ignore will contribute to any improvement or modifications of our Iraq policy,supra shoes," he said. 

Lugar says he fears passage of the resolution will make it more difficult for Congress to work with the president to influence his Iraq policy.

The resolution calls for the United States to transfer, under what it calls an appropriately expedited timeline,adidas, responsibility for internal security and halting sectarian violence in Iraq to the Iraqi government its security forces.

It also calls on the Bush administration to engage Iraq's neighbors to develop a regional and internationally-sponsored peace and reconciliation process for Iraq, and says Iraqi leaders should lead the way in reaching a political settlement that could lead to peace.

The resolution, which now goes to the Senate floor for consideration next week, is one of two that express opposition to Mr. Bush's plan. The other is sponsored by the top Republican on the Senate Armed Services Committee, Senator John Warner of Virginia.

Senator Biden says he would consider working with Warner to combine the two resolutions into a single measure if that would increase Republican support.

Biden, who is also considering a run for his party's nomination for president next year, said he would introduce tougher, binding legislation on Iraq if President Bush fails to heed the message of the symbolic resolution.

A court in Uzbekistan has sentenced the leader of the country's main opposition movement - Sanjar Umarov - to nearly 11 years in prison for alleged economic crimes. His lawyer says Umarov will appeal the sentence, which critics say is politically motivated.

Umarov denies the charges, and his supporters say he is the victim of a Soviet-style show trial.

Allison Gill is the Director of the Moscow office of Human Rights Watch (HRW). She says the only thing Umarov is guilty of is speaking his mind about the government's abuse of force in putting down last May's uprising in Andijan.
